No#1- This may sound crazy but just ask people to follow you. People will actually follow you if you just ask...they won't pile in your acct like gang busters, but you will see a new follower here and there and those follows will add up.
No#2-Cater to a niche..If your a business person, then follow business orientated accts.
If your into music, concentrate your efforts into following like minded users.
If your a blogger then follow..well you get the picture...The one thing about twitter that remains constant is birds of a feather really do flock together.
No#3-Have something to say...and this really doesn't matter what that say is...Millions of users gravitate to twitter...and you won't believe how many people will share your wacky or serious or whatever tone you bring to the table...the sheer volume of users say that someone will share your interest.
No#4 GET INVOLVED...A silent follower is a forgotten follower. The other guy may benefit having you as a follower but you lose out because their not following you back. Not everyone you follow will follow you back, that's just the way it is...but you can improve your odds if you just...well introduce yourself.....
Let others know your there especially if they have lots of followers. Retweet someone that caught your attention....give them a shout out...comment on something they've tweeted.. maybe something you've tweeted might catch their notice...in other words...be interactive without spamming...after all it is called SOCIAL media.
No#5 Use popular hash-tags...These can be crucial on how your tweets get broadcast across the twitter-sphere. A well constructed tweet with a couple of current hash-tags can double your exposure..Here are a couple of the most used hash-tags currently circulating:

No#6 I know a lot of people do it...but if it can be avoided don't use profanity. This can turn a lot of current and even potential followers off and you'll either get unfollowed or not followed at all. If you simply must be so colorful try using symbols instead ex:.. $&)*!% ....see what I mean...users will fill in the blanks.
No#7 Don't forget that twitter is a public forum and that anything you tweet will go into a public domain unless you lock your profile. This means all your tweets are searchable by anyone....your parents...your boss...your friends and the public at large....remember that the next time you hit send..
No#8 Be interesting, don't tweet about what you ate...unless you want to shoutout a restaurant you find appealing...People don't really want to know the mundane, everyday aspects of your life...but if you want to recommend something or saw something interesting or did some cool thing... that's what twitter is for....
No#9 Tweet often, The fact is...for the average user...you may loss followers with huge gaps between your tweets..even one well constructed, well timed tweet a day will suffice.
No#10 I can't stress enough the value of common courtesy. A thank you, or your welcome, go way beyond your intended party. Other users see your respect for your fellow tweeps and on that alone you may gain more followers. Trashing someone, being disrespectful to others, foul language, and other discourteous behavior can cost you followers real fast in most cases, but not all...Like in my third example some users are actually attracted to that kind of individual...But I in all honesty wouldn't risk it.
No#11 Try to stick to a theme...Followers and potential followers may become uninterested when your time line is built on the sporadic ramblings of a indecisive user.
While I'm not saying stick to a rigid format, which can also cost you followers...I am saying while variety is the spice of life ..weave your thoughts within a consistent theme...That way followers and potential followers know what you're advocating, what topics are important to you and them...plus it gives others a sense of what you're about...which can make a connection between two users more immediate..than if they had to sift though all the clutter of an unorganized timeline.
Lastly, but certainly not least...Be yourself...instead of being a watered down version of someone else..You are the best at being you...no one else can do it better...Let others see that...and you'll do just fine...
Oh and B.T.W I'm implementing a new list on my twitter acct called... Club_V.I.P_100..Anyone who subscribes to this list will join a inner circle of members that will actively RT, Mention and follow all other members subscribers...This method will in effect get your acct broadcast to a much wider audience then you could otherwise do alone...imagine...more RT's more MTNS and more follows..just by subscribing.
Many users would like more followers on whatever site they frequent for whatever reason, and now you have a myriad of ways on how to get them on Twitter... after all, information is power.. I hope I've assisted you in some way...and listen..I believe its not about how many followers you have, but the quality of your following...Users will loyally follow you..if they connect with you on some level...whether that be what you have to say...or something intangible altogether...Be respectful, interact, and being yourself are the best ways to achieve the followers you desire..
